Wasn't he living here illegally? That's no excuse, but if was abiding by the law he wouldn't have been in that situation.

Much of the blame must lie with those that commanded the operation, however, even this is not as clear cut as some would like to imply.

p.s. There is no point in telling a Bomber to put his/her hands up. They will just detonate their bomb there and then, killing you and those round about. It is necessary to kill them before they can reach the detonating device. The Policemen that followed Menezes were probably scared that he might detonate his bomb at any time.

If the police hadn't shot, and the guy they were following was the right one, we would be here criticising them for not shooting. It was a simple mistake, mistakes happen in every workplace, but when the police are involved, those mistakes mean lives, and the media and public come down on them like a ton of bricks. The media and public need to take a step back and realise that they are not helping the situation.

He was a Tube passenger who was unlawfully killed by the police. His immigration status, which I am not aware of, is irrelevant and has correctly been left out of the story linked to.
