No disrespect to anyone here, but you could be implicated with the number in a scam, phone abuse, a serious crime, drug dealing, money laundering etc, without knowing the history of it's previous use.

If rossgolf's are the same as mine (I have dozens as opposed to millions) they are not second hand. They are brand new and shrink wrapped. Whilst all of the bog networks sell PAYG sims through their shops, they also give them away free. In a similar fashion to ISP's who give away millions of CD's.

They don't work either.
