I get the following error message with Outlook Express when I try to download my mails.

I assume that your using AVG Anti-Virus. A possibility is the ZA is blocking AVG from checking the incoming mail and so it isn't downloaded. Check the Programs in ZA and see if AVG is blocked, probably from server access.
