XP will not shut down

I am unable to get my computer to shut down. Clicking on the "Turn Off Computer" button works fine and the computer goes through the correct process and closes down to the "black screen" then it starts up again not actually switching off the machine, just as if I had clicked on the "Restart" button.

I have had many probs with this installation and have just completed a full re-install of XP, only to have probs with NAV so I had to configure XP to clean boot and install Norton in order to get it to function. Since doing all of this I am now experiencing a problem with shut down, HELP!

Many thanks to both of you, followed through some of the suggestions and it would appear that the probs lay within the computers power supply - unstable by all accounts! The computer manufacture sent a replacement overnight, now fitted and so far so good.
