XP Users ISP connect failure

I run XP Pro with several Users, of which I am the administrator. After a recent complete re-install of XP suggested by Evesham, to correct another problem, I now find that while Outlook Express 6 and Explorer 6 work perfectly in my User Account, they don't connect at all in any other, though all settings have been exhaustively checked. Modem apparently fires up OK but doesn't respond to IE6 or OE6 and won't ping. ISP (BT Broadband) and Evesham have no idea what is wrong! Any ideas, please?
