XP home lost IE6 and Outlook

While trying to get friends computer going after scesrv.dll error, had to put dell supplied windows disk in and do system repair. This has got machine going and everthing working except IE6 and Outlook are not in start menu.Still on desktop short cut but when connected page unfound etc. The connection is ok as I have re-done it and its dial up so it says connected.
How can I get these back or should I do another repair. Chkdsk /r did nothing on both tries.I see on Micrososft site that sfc /scannow may work but is this in safe mode because of being administrator. Any other help/suggestions would be appreciated.
First time I have had XP problems but this is just weird why it has lost IE6 etc when it is part of system.

Have you tried right-clicking on the shorcut and selecting 'find target'. Then delete the shortcut on desktop and create another by 'send to desktop (create shortcut).
