XP checks C:\ Consistency on boot

New PC with WinXP Home (Fat32) worked OK for 2 weeks, now on startup after the XP screen, a Fault screen reports "One of your disks needs to be checked for consistency" the drive selected is C:\ (3C60-0F9F), all is found OK after each test, it then continues opening OK.
When this disk is also checked using Norton Disk Doctor, also no problems can be found.
How can I overcome this annoying error screen, or must I have to just keep seeing it doing nothing!
Note: this PC came WITHOUT any system CD!
