yet when I go to trace my IP the ip address is

If your computer is a "client" device in a Local Area Network, it will have an IP address in one of the ranges reserved for use in Local Area Networks, most commonly in the 192.168.x.x range.

The 'host" device in your network (which actually connects to the ISP) will get the "public" IP address allocated by the ISP and this is the 82.x.x.x address. However, it will also have a network adapter with which it connects to the "client" device - this again will have a LAN address.
