Wireless network card problem

I have a Belkin WiFi 802.11g PCI card in my desktop PC & a Belkin WiFi 802.11g PCMCIA card for my laptop.

Both have the same problem, if I'm logged as myself with admin rights then the they work perfectly, if I've been logged on and switched users for my kids who don't have admin rights to use them then they stay connected, however if they try to log on when I haven't already logged on then they can't.

Is there any way apart from giving everyone admin rights to configure these cards to let users without admin rights to connect.

No errors, can open belkin utility which can even see the wireless router which makes me think it's a problem with windows (XP SP2) config rather than the belkin application.
