Wireless connection with no internet required

Hi. At work I am currently trying to connect a PC and laptop wirelessly. We are in the dark ages and only have dial up internet on the PC so we are not trying to share this.
I have a Belkin network adapter on both machines and have been advised by PC World and Belkin that we do not need a router to make the wireless connection work but I am struggling.
We simply want to be able to access the files and share the printer connections between the 2 computers and soon there will be a third PC in another office which will also need to be connected wirelessly. Can anyone give me any advice as to what to try or would it just be best to but a router and set it up this way as I am hoping one day broadband will be available where we are and we will want to shre this connection.
