WINXP won't shut down automatically

I have installed WIN XP on a friends machine which has an older GA-6VX7-4X MOBO with a VIA Apollo 133 chipset.
There is no indication in the power management of "Standby" and when the machine is shut down a message appears stating that it is now safe to shut down windows. The machine can then be powered down by using the power ON/OFF button.
Any ideas please on how to make the machine shut down automatically?
