winfixer2005-what is it?

Whilst attempting to access a website for my wife regarding cross-stitching (wishfulthinkinguk) I was invited to instal 'Winfixer2005'
As my Norton Anti Virus program said this was high risk, I did not open it, but now find that a rectangle appears at StartUp stating that it is installing Winfixer2005, but although the 'elapsed time' is counting, the actual downloading remains at 0%!!
There is also a white circle in my tool bar which, if clicked, sends me back to this rectangle and I cannot remove it.
Any advice on (a) what this is ; (b) do I need it ; (c) if not, how do I get rid of it?

From what I can gather this is a little sod to remove.

Try Start, Run, type

msconfig

and click OK.

Look for it on the Startup tab and untick it.
