Try F8 routine again and on reaching the DOS alternatives, choose Command Prompt Only.

Now type- scanreg /restore
(Make sure you leave one space before the /)

Choose from a list of five, a date BEFORE the trouble stated.

Follow the prompts and with a little luck it should all behave again.

This is a rudimentary way of restoring the registry to before something went wrong!

I presume you were doing a type of system restore, which facility is not readily available on the win98 (or 98se)version

or is there another problem you have with the computer?

scanreg /restore is something which saved me from dire distress in my 98 and SE days.

It is a well known procedure to those who understand these things, but unknown to me at that time until a chance conversation with someone whose job it was to trouble shoot.

"wont reboot using f8" was what caught my eye, but you do imply it is also a CD reading failure?

A bit more detail would help?
