Windows XP Won't Shutdown

Help please anyone, my Packard Bell which is running Windows XP SP3 has only recently had this problem of not shutting down, 9 times out of 10 it will usually restart and it's beginning to annoy me shall we say.

I usually keep it pretty clean etc using CCleaner, Ashampoo Winoptimiser etc to keep the registry clean and clear out all the junk files etc but recently over the past few weeks this is happening. Anyone with any suggestions how to rectify this please let me know.
