Windows XP will not re-boot.

I am tearing my hair out with my daughters PC.
Firstly it would boot at all, so I tried most of the things I could think of.
I found that one of the CD Rom drives was faulty and wouldn`t open so I took that out.Eventually I did a clean install of O/S. Better but although I can get it to start it will not re-boot from a shutdown/restart.
Installed a different Power supply from another pc but still the same.
Disconected second hard drive but still the same.
Installed as many new drivers as I can find.
Seems ok if I leave it for 10 minutes. Installed a new cmos battery and reset bios.
Once its starts it is fine.
Any suggestions please.

Sorry, forgot to sa y using Windows XP, 2 x 160 Gb hard drives, AMD Athlon CPU, 1.5 Gb ram.

Maybe the start up drive has been changed when you changed the cmoss battery not sure what it should start with CD maybe.

Oops it does start so obviously it is not that.

Disable all boot devices except HDD in BIOS save and exit and retry to boot.
