windows XP start up problem

My friends PC has win XP home, with no recovery disk, other than XP disk.
She can't boot her PC, or get it into safe mode either. She gets a message Windows would not start because the following file is missing or corrupt:\system 32\config.sys.and telling her to insert the Win disk and repair the file.
I have set it to boot from CD first and HD second,as a message appears stating that the PC has no HARD DRIVE, and cant read the CD. Yet when I go into the raid configuaration (it has one SATS HD) which I can see.
I don't know whether its the HD or the MB or...power supply?.
