Windows XP SP3 does not shutdown

Several times I have executed start/turn off computer/shutdown, go away only to find hours later the "Windows is shutting down" message still displayed. Only way forward was to press the power button for a second or so.
I had closed down all programmes that I had been running in the mormal way i.e. I did not use Task Manager to close things.
PC Tools Spyware Doctor says no infections.
