Windows XP reboot on shut down

On attempting to "Turn off" my PC from the start menu, windows XP goes through the shut down process but then the PC reboots.

The only way to turn off the PC is with the button on the tower.

This has suddenly started happening today, after I installed a IEEE-1394 (Firewire) card.

I have tried the following:-
- uncheck the "automatically restart" box under System Failure settings.
- Unplugging the connection from my camcorder to the firewire port.
- I have done a system restore to yesterday's settings
- I am not running Easy CD/Direct CD

Can anyone advise ?
Is it most likely to be the firewire card, and what is the solution?
