Windows xp continuous rebooting

On start up windows Xp fails to load and goes to a screen giving me several options including safe mode and last windows setting that worked (or something like that!!), whatever I choose the system reboots and goes back to this screen. Is this a hardware or software conflict? Should I restore XP, this may sound stupid but if I do do I have to re-register after 30 days (if that is possible). I think what may have caused this problem is windows not being shut down properly whilst having an mp3 and mobile phone connected. Pressing f8 gets me to a slightly different screen but with the same messages about safe mode etc, but still returns me to the initial screen. Sometimes it says there's a keyboard error and I have to restart the computer eventually getting to the same screen, any ideas
