Is it an old computer that might have an AT power supply? They didn't automatically switch off you had to do it manually. Has it always done this or is this new?

it not an old computer as it is running amd 3000+ 64bit chip 512 memory 128 graphics card and no it did not do this before

What exactly does it say. I thought it was perhaps saying "It is now safe to switch off your computer" but its obviously not doing that.

You could check the power options under control panel and see if any of them have been altered.
