Is it installing updates?

I've never come acrosss a modern compuetr that will not shutdown after a 4 second push on to the power switch.

Best way to shut down your computer is to press Ctrl Alt +Delete at the same time.It takes you into TaskManager.If you go to the top to Shut down.Switch off.That should do it.While in Taskmanager under CPU you want to find what program is Hogging your CPU.System idle process should be showing about 96% this is normal.Anything else will probably be the program causing your problem.

The last time this happened to me it was because I had un unpowered USB external hub connected.
Solution was to unplug the hub before trying to shut down in normal way.
Wouldn't recommend always shutting down by pushing power button. I believe this is for that "nothing else works" time.
