windows won't shut down (98 se)

i installed a tv tuner card and in order to get it to work, i had to upgrade from win 98 to 98se. i only had a full install 98se disc (not an upgrade) so had to rename to win.old in order to install "over the top". now my pc restarts every time i try to shut it down. how can i get it to shut off properly? thanx in advance.
