Windows will not boot up

I am getting the error File:\Windows\system32\halmacpi.dll
Windows failed to load because HAL is missing or corrupt
I am using an Acer Aspire netbook (no cd/dvd drive)
Can I boot any OS from a USB drive? Which one?

do you have a windows disc, or does your netbook have any kind of factory recovery ?

I can't get that far. That is what I was attempting to do when it happened. It was running really slowly so I decided to restore to factory default which I have done before and right in the middle of the restore to factory default it stopped. Then when I try to reboot it gives me that error. I am guessing I am going to have to purchase an external CD/DVD drive and reinstall Windows. I was just wondering if I could load a light OS (Jolicloud??) on a USB And boot from there??? I have another computer I can download something from onto the USB. Thanks so much

Make a bootable USB with recovery console as above

Boot the netbook with the USb into recovery console
at the C:\Windows prompt type:

copy C:\windows\sevicepackfiles\halmacpi.dll C:\Windows\system32\halmacpi.dll
press enter
if it asks to overwrite say yes

when its copied type

remove the USB key and see if windows will reboot.

That link says it applies to Xp. I am running Windows 7 starter. Will it still work for me?

I don't even get an option for a startup repair. I get to a screen offering Safe Mode, etc. and none of the options work.

  tamig49 20:42 11 Jan 2011 does not have the repair option at the top the first option is Safe Mode, followed by Safe mode w/Networking, Safe Mode w/Command Prompt, and so on.
