windows vista sound problem

Hey guys my vistahome premium pc seems to have a sound problem, the sound is wonky when doin anything. When using the media player and dragging or droping stuff it goes wonky it also does it when i scroll on webpages, i downloaded and installed the rite drivers for vista and my motherboard. Any help would be appreciated. ( i had a post like this efore and didnt get an answer so please dont link them)

i have am amd x2 3800 processor
1gb or ddr 2 memory
60watt power supply
nvidia geforce 8400 hd raphics card

Also, there should not be any sounds when scrolling, or dragging and dropping!

and another thing - do you have a sound card or is it on-board sound?
