Windows Vista Partition Help

My C drive has about 40 GB free, and im trying to reduce the size by 30 to make a new partition for windows 7

why tho does it say when i go to resize the drive that i can only do it by 9GB ?!

it says something at the bottom about
"size of available shrink space can be restricted if snapshots or page files are enabled on the volume"

how do i disable them lol, or alternatively is there some free programmes that are reliable in partitioning that i can use to do the same job?
