Windows Vista - Connect to windows services

I am running (meant to be) Windows Vista Home premium but on start up I receive the following messages - "Failed to connect to a windows service. Windows could not connect to the system event notification service. This problem prevents limited users from logging on to the system. As an admin. user you can reveiw the system event log for details about why the service didn't respond.
Time executable has stopped working.
Connection status unknown. The dependency service or group failed to start.

add. info. Failed to detect internet connectivity.
I have lost my wireless connection and my printer connection.
When attempting to reboot the upgrade disk for windows it advises that "Windows could not load required file winsetup.dll error code 0x45a.
Can any one please advise what action I require to take? Many thanks.
