I seem to recal a small booklet published by PCA which gave details on how to alter the screen at shutdown from "It is now safe to shut down your computer" to something more intereting or amusing. I can't find my book which tells me what the file is called but can remember altering it in Paint and then replacing the original. You could do the same with the clouds "Windows is shutting down" picture too.
The "It is safe etc" file is C:\WINDOWS\logos.sys, and the "Windows is shutting down" screen is C:\WINDOWS\logow.sys. Both are really .bmp files, and so can be edited in any bitmap editor, but must be saved with the .sys extension.
