I am having the same problem as I have seen in many other requests for help, and getting stuck in the same loop as no option works, safe mode or otherwise. Following the advise given to others I have tried a reinstall using my xp disc and get stuck in set up because 'the format of drive c is incompatible with Windows 98'! I followed instructions and the options before I got to this point was to proceed by 'Removing the files' or proceed with 'Do not remove the files'. The latter sounded scary so I proceeded without removing the files and got stuck as above. I'm not sure what the files that will be removed are but apparently they are 'non-MS-DOS operating system files' and there is mention of OS/2 on my system and if I have it to see SETUP.TXT on Setup disc 1. Any ideas?
It depends on the Version of 98 that you have. 98se is what you need as fat file system is different, from old 98.
PS have you tried booting with the Win98se Disc in the PC and run the setup from that first, if XP was a Upgrade
Sorry to confuse. I am trying to get my pc working. I have looked at other similar problems on the forum and as advised to others in my circumstances I have tried to reinstall using the disc that came with my pc. It is Windows 98 Second Edition. Of course, if it is not needed I will prefer to not have to reinstall, but as my pc seems to be suffering the same problems that others reported (getting stuck in a loop and no option working, safe mode or otherwise) I thought that is what I needed to do.

This is where I'm confused why are you using a XP CD to reinstall windows 98?

this sound like you have already formatted the drive with the XP CD to NTFS rather than FAT32, if so then everything is already lost.
What a dick head I am! I must be tired!! I have been using the wrong disc (for my older pc), but I have now got the right one and it is a Windows XP Service Pack 2 disc - the right one for the pc with the problem. Unless you have any alternative suggestions or tips before I try a repair or reinstall with this disc (do you?) I'll have a go tomorrow and let you know how I get on.
Repair XP by install over the top of existing system
1. Boot the computer using the XP CD. You may need to change the boot order in the system BIOS so the CD boots before the hard drive. Check your system documentation for steps to access the BIOS and change the boot order.
2. When you see the "Welcome To Setup" screen, you will see This portion of the Setup program prepares Microsoft Windows XP to run on your computer:
To setup Windows XP now, press ENTER.
To repair a Windows XP installation using Recovery Console, press R.
To quit Setup without installing Windows XP, press F3.
3. Press Enter to start the Windows Setup.
To setup Windows XP now and Repair Install , press ENTER.
DO NOT choose "To repair a Windows XP installation using the Recovery Console, press R", (you Do Not want to load Recovery Console).
4. Accept the License Agreement and Windows will search for existing Windows installations.
5. Select the XP installation you want to repair from the list and press R to start the repair.
6. Setup will copy the necessary files to the hard drive and reboot.
Do not press any key to boot from CD when the message appears.
Setup will continue as if it were doing a clean install, but your applications and settings will remain intact.

Things not looking so good. The system won't boot from the disc and all I get is the black and white window (no longer looping though!). The B&W window ends with there was an 'Error loading operating system_' after two references to 'Boot from CD:'. I can get into setup but I can't find my documentation to find out how to sort the boot order. However, I have looked at the boot order in Advanced BIOS and it already said it boots from the CDROM first followed by the HD followed by the CDROM. I changed this to boot from CDROM in all three and saved and exited and put the disc in and tried again, but got only the B&W window again. I have set the Advanced BIOS back to the original settings and saved and exited again. Any other ideas?
If you want to put 98se back on, first download the Boot Floppy from click here top download in the list create a bootable Floppy with the download by putting a blank floppy in the drive then double click on the file you have downloaded, boot with the floppy in the drive this will load CD rom Drivers put the CD 98 CD in the drive and change to that drive from A:\> to your CD drive letter. when its changed just type setup and run it, it should over write the old 98 files but if you want to do a clean install, use the floppy as a format C:\ before the above
Please, please ignore all previous references to 98, as corrected I do NOT have a 98 OS, I have an XP OS with a problem and I also now have the right XP disc, but (see above) I am still stuck. Advice on getting XP only fixed, please.
