search the web for "TuneUp Utilities" which runs on all OS's, you can change boot screen images, folder icons, icons, fonts, clean registry, drives, secure file shredder/restore and more.....

Works a treat, email me if you cant find the link

I haven't tried this myself, but the logon splash screen is simply a file 320 pixels wide by 400 pixels high with 8-bit (256) colours (Windows stretches it to 640 x 400). If Windows finds a file of this spec called logo.sys in the C:\ folder it uses it. If it doesn't find this file, then it uses it's own default screen. During installation, Windows uses a version of this file with the "Getting ready to run Windows the first time" message.
