Windows 7 st art up issues

I am running windows 7, and intermittently the the start up freezes and the screen shows a scramble of colours. It will not progress in the startup, and needs to be reset then start over.

I had it to the shop, and they said it was a software problem. So I foratted the hard drive, re-installed windows, and the issue has returned.

Could the problem lie with the hardware, and if so how do I figure it out, as on the device manageer it shows that everythings is working properly.

Could it be the RAM or graphics???

I'm a complete novice so any help would be greatly appreciated.

what software did you install after installing windows when the problem started.

Colours is usually to do with graphics.
Try Device Manager and see if any yellow exclamation marks beside any of the drivers.
Or if you have a graphics card installed make sure you have the latest driver update for it.

I have re-installed windows 7 home premuim. Apart from that there is no other software installed that is not normally on. So it has media player, etc.

Device manager showed that there are no issues or conflicts.
