Windows 2000 slow to detect network

Whenever I start my Windows 2000 computer it takes a few minutes before the Network icon appears in the System Tray. Is there any way of speeding it up?

If I do a Shutdown or Restart BEFORE the Network icon appears I get a CSC Notifications window pop up asking me to end it. Is this a Windows service? Can it be disabled without affecting the usability of the network?
