Window 98 reformattng

I have an old Gateway system running Windows 98. It appears to have 2 drives called C & D (not sure if they are 2 drives or just one partitioned!) and Windows is on 'C' which is the smallest one. Anyway, the machine is slow etc and there isn't enough space so I was planning on reformatting it. I have a floppy and type in the command 'format c:/s'. The message I get is 'insufficient memory to load system files - format terminated. I just want a 'clean system that runs OK for my daughter. Any ideas please?
