Win 98 upgrade to 98SE

My friend has an old PC which runs win98 pre SE.
He has purchased a new PC but needs to transfer about 2000 digital pictures.
I have tried to use a memory stick but the drivers are (98SE).
Can I upgrade his 98 to 98SE without losing any of the data/pictures.
I only have a full version 98SE CD.
Or perhaps someone has a better idea.
