Win 98 Recycle bin problem

Now here's an interesting one - can anyone help please?
My Win98 machine works well pretty much most of the time (touch wood) - but, whenever I try to access the Recycle bin, either by left or right clicking, the machine stops completely - aort from the mouse ie. I can point and click but nothing ever happens. CTRL ALT DEL just results in the Fatal Error blue screen. I attacked it from a different direction and tried to do a Disk Cleanup - knowing that that looks at the Bin - and guess what - locks up in the same way. I don't think there's much in teh bin actually, but I would like to know how to solve this one.

Put you Win98 CD in comp in Run box Type SFC and run the program

Before I do that, what does SFC stand for and what will that do?
