Will not re-boot

I have two HDDs (in removeable carriers), one running Windows XP Home Edition and the other Win 98SE,
A fault has developed whereby the computer will not reboot when asked, either from Shut Down/Restart or after a program has been loaded and needs to restart.
The OS shuts down correctly, but the only way to restart is by holding in the 'reboott' button for 5 seconds, or shutting of the mains and switching on again.
This occurs running either program, which makes me suspect a BIOS fault.
The motherboard is a Gigabyte GA-7DXR F7 with an AMD 761+686B AGP chipset; the BIOS is Award modular v6.00PG.
Any ideas?
