why do dial up connection speeds vary so?

When I access the internet, i get dial up connections that vary from a minimum of 9.6kbps to 45.2kbps - there never appears to be any consistency. Why don't i always get the max (45.2)?

i have noticed however, that if I dial up via network connections, Then I often get a higher download speed - whereas if i connectvia my isp's icon on the desktop (tesco.net)it's often below 20.

any thoughts/hints and tips to get a higher connection speed

I may be shot down here but I don't think the connection speed is as important as the transfer rate which is governed by your ISP's server and the amount of traffic at a particular time. A trick I used to use when it seemed a bit slow was to disconnect and redial because - apparently - your connection is dynamic so won't use the same route every time.
