Who uploads?

Please forgive what is probably a stupid question, but say I was to design a website for 'a business', who then uploads the finished project, me 'the designer' or is the project passed back for 'the business' to upload?

either for yourself or for someone else, you would normally upload it to the server on which it is to run.

Normally a business will have its own domain name, and this will be hosted by a web-hosting company. If you design the site you'll be provided with the login details, so you can upload and test. Sometimes a business will leave everything to the site designer - you'll register the domain name, you'll arrange for hosting, and you'll design and upload the site, handing it over on completion.
