White Bar on Bottom of Screen & Windows Update Error

Hello,

Recently a white/grey bar about 100mm on the bottom right of my screen appeared, just above the start menu/clock. I can't click through it - as in if i'm on the desktop I can't right click and pull up the options there. And it also overlays over some games which is distracting.

The weird part is when I change resolution, from my standard 1920*1200 to any other the bar disappears. So I'm not sure if it's a problem with my monitor or not.

I've posted some screenshots of the problem (sorry if I can't post these, haven't posted here before):

click here played around with my TV settings as I'm using that as a dual monitor but that didn't seem to do anything. I'm not sure what else it could be. My graphics card is up to date.

On another note I can't seem to update Windows properly, it says there's an update so I continue with the download, it creates a restore point, and gets about 70% through then comes up with an error. I've attached another screenshot, hopefully someone can help with that aswell.
