What use are cookies?

Please can someone tell me what use cookies are and what a reasonable settting is for them. At the moment it is accepting all cookies. Are they of any use?

At the bottom right is a box 'resolved' put a tick it it and press resolved

I've always used Medium on the Privacy tab of IE Tools/Options although your firewall may well have cookie settings as well.
