What is SOAP used for

I have a Windows XP SP3 system and the network monitor I have used is showing me that it is sending and receiving SOAP protocol packets from the router I have just installed. This is a Linksys WRT610N. The packets are being sent and received approximately twice every second. This slows down my browsing but the bigger problem is that the transfer of data between the WinXp PC and a Win7 PC terminates with a message that the Win7 system has lost contact with the WinXP PC.

So what is SOAP doing it nevers stops?
and why does Win7 lose contact with WinXP?

I forgot to mention that the two PCs are wired not wireless.
