What size image is best for web page background?

I am trying to create a "falling snow" effect to use as a background on a web page. I am creating it using Paint Shop Pro 9 and Animation shop. What size image do I need to start with to fit a web page without being tiled? (ie when I click creat new page, to start creating the image which size of page is optimum? Answers in pixels or cm or inches please :)

You only need to make a really small image of the snow because you can repeat the image throughout the page...

oops, i did not read your post properly. Do you mean the size of the actual page? Then the standard is 800 by 600 or 1024 by 768 pixels.
