which is a half size card installed in my lad's PC but isn't used as far as I know. Nothing is pluygged in to the card at the back of the PC.

Well, the name suggests to me that it is a network interface card (NIC) - used to connect the pc to a network or to the internet via a BB modem.

If you need the PCI slot, you can safely take it out.

He told me that the card was to enable broadband.

Does this make sense?

Well, yes - in so far as it would be used for the broadband modem to be connected to the pc - many are connected through a network card (others via USB).
