What is a Bootstrap in this case.

First screen when I boot has a line at the very top and reads;

PXE-MO4: Hooking Bootstrap. Interupt. 18H...

What might this mean and should I be concerned ?

I don't think it's an error message, just information. It's to do with network or remote booting. If you have a network card, that's probably why. You can go into BIOS settings to see if there's an option to disable it.
