Webpages with images will not resize for browser

I am making a website and want it to resize automatically to fit the viewer's browser resolution. I express table widths as a percentage and this works - except when I use images. When I use images in the webpage I am invariably left with a horizontal scrollbar, even at the resolution I use (1024 x 768). I have tried expressing the image as a percentage (instead of pixel width) as well but this doesn't solve the problem. I have searched Google, W3C etc for help and have even tried using different software to make the pages ( Front Page Express and Namo Web Editor 5). What am I doing wrong? Why are the images preventing my pages from resizing? I'd be very grateful if anyone could help.

It may be better posting this in webdesign forum. I use FP2000, so I don't know if Express is similar. Do you 'view in browser' under File, or 'browser' in control panel to see more accurately?
