Web page warning on non-internet PC

Greetings again. A friend has just rung me to say that her PC, which has never been connected to the Net and so far as I know has never run Internet Explorer, now boots up with the 'Web page not available offline' message, whatever the wording is.
I'm too far away to visit. Why- or however it has happened, what's the fix, anyone? Msconfig/Startup? Any ideas welcome please.

Windows is automatically installed with IE so that sorts that problem.

With the other, you need to ask your friend whether she has installed any software to her PC recently.
