How can someone using web editor, or something simpler can you break up a logo/banner for a website, and when they load on the site it looks ok?

OR how can you do this with frontpage xp?

And how do i put writing next to a nav bar in frontpage xp?

I'm guessing that you mean image slicing, where you can split a banner into several smaller images and have them load into their correct place on the page to display as part of the whole.

Can you confirm whether this is what you are looking for, or whether you are referring to something else entirely like mouse-over effects ?

Any of the mainstream image editing programs can run image slicing for you.

Fireworks, Photoshop, PhotoImpact, Paint Shop Pro and many others can do it but without knowing which image editor you have it is impossible to walk you through it.

A quick, easy and effective solution is the free Image Slicer from those nice people who produce CoffeeCup software click here

It works, it's free, and it produces an html page with your sliced image for you.
