Want to turn off "read-only".

I am running XP and SR2 and networking with a notebook.
How can I keep the "read-only" proporties OFF.
I have to almost continually reset the property/attributes to clear the green box.
Is there a difference when the box is just filled green or when it hads a tick in it?
I uncheck the box.
Nearly every file comes up with "do you want to open a read-only file. VERY annoying.

Are these Files originally off a CD or DVD?

Neither. They are Word and pdf files I have written myself and exchanged between my PC and notebook. It seems to happen frequently on the PC but haven't really noticed it on the notebook as this is mainly a secondary device and not used for work too much.
I usually transfer files weekly through a cable home network.
I can only think of changing the properties every time I transfer files.
This has only happened in the last couple of months really and there are a couple of other "little" things like the monitor doesn't always load first time so I am wondering if a reinstall might be a New Years present for me.
