Want to publish to web

I already have a website that I want to upload using XP, I used to use ME that was easyish ! I use MS Publisher 2000 for the production suitably saved and filed as html. With XP I cannot seem to get a 'wizard' that I can use to get to my ISP.
Please...how do I approach this ?

try using an FTP program like CuteFTP - that way you should be able to connect to your ISP's FTP space where you can u/l your website.

if you like. Select 'File' and 'Publish to the web'.

To be honest, Publisher doesn't create very good web sites - it's primarily a desktop publishing application - and if you plan to do much by way of web design you would be better advised to use a dedicated web design application like MS FrontPage or NetObjects Fusion.
