VPN and dynamic IP address - how to set up

Read the article in the October issue of the mag re VPN with XP and remote access. I suspect this is what I want to set up - as I currently provide "helpdesk" support to a relative who has many "minor" issues that are easily sorted.
Currently I remotely access using Messenger and remote assistance - but this needs us both to be present. I'm hoping that VPN remote access can solve this. We both have broadband - but both with dynamic ip addresses. I dont want to fix the IP address - as the isp does not provide this gratis. I have seen that I can use a dns management service to avoid this - but cant seem to find any further info on how to - as all the sites eg zoneedit - seem to talk only about web sites etc. Can anyone provide further driection of links please ?
