Is a VPN the answer?

"I have been told that if I subscribe to a personal VPN, then this would allow me to use applications like FaceTime and Skype...........Can anyone advise if this is true..........."

Yes, in principle, a personal VPN service is what you need for your situation.

A Google search shows that WiTopia appears to get good reviews. It also claims to be compatible with iOS devices so it should work with your iPad and iPhone. The closet VPN servers to you are in Cairo and Jerusalem - hopefully they're close enough to give you a fast Internet connection.
